Proposed Moreton Bay Regional Council Planning Scheme Amendment

Caboolture West is Council’s single largest growth area and is expected to accommodate a population of approximately 68,700 residents over the next 40 years.

The State Government recently announced Neighbourhood Development Plan No. 1 (referred to as NDP1) of the Caboolture West local plan as the first pilot site in a future program to unlock growth, address housing choice and affordability and identify the infrastructure necessary to support more liveable communities.
This announcement continues the ongoing collaboration between Council, the State Government and other stakeholders in planning for Caboolture West.

On 9 December 2020, Council agreed to initiate an amendment to the MBRC Planning Scheme under Section 18 of the Planning Act 2016 for NDP1 of the Caboolture West Local Plan.

NDP1 is the first of a series of neighbourhood development plans prepared to manage growth within Caboolture West. It is approximately 266 hectares in area and is bounded by the Caboolture River to the north and west, Caboolture River Road to the south and existing suburban residential areas to the east.

The proposed NDP1 amendment provides the planning framework to support a new urban community of approximately 2,500–3,000 new dwellings over the next 10–15 years that includes:

  • a diverse range of housing options in well-designed and walkable neighbourhoods
  • a potential new State primary school
  • district level sporting fields and a network of local parks
  • approximately 70 hectares of green space of which nearly 4.5 kilometres fronts the Caboolture River with pedestrian and bike paths
  • a local centre to accommodate shopping and other services.

The proposed NDP1 amendment has been prepared following a comprehensive planning process that requires State Government review. The first phase of the State Government review, which commenced in early April, is expected to be completed by late June.

Council is seeking submissions from the community on the proposed NDP1 amendment of the Caboolture West local plan from Tuesday 27 April 2021 to Tuesday 25 May 2021.

A properly made submission must:

  • be in writing (including if by electronic means)
  • include the full name and residential or business address of each person making the submission
  • state a postal or electronic address for service of a response to the submission
  • be signed by each person making the submission (unless made electronically)
  • state the grounds of the submission and the supporting facts and circumstances
  • be made to Moreton Bay Regional Council
  • be received by Council on or before Tuesday 25 May 2021.

A major part of the proposed amendment is the plan for NDP1 that sets out areas for new residential neighbourhoods, a local centre for shopping, a primary school, sports fields, parks and greenspace.

The proposed amendment will require changes to the relevant sections of the Planning Scheme. Throughout each relevant section below, the text proposed for removal is shown in Red with strike through and the text to be added is shown in Black with yellow highlight.

The proposed amendment also includes a new Planning Scheme Policy to provide design guidance for development of land within NDP1 of the Caboolture West local plan.

Council submitted a Background Report as part of the State Government review that provides additional information supporting the proposed amendment.
