Since the introduction of the TLPI (and Interim Structure Plan) in 2021, Council has undertaken more land use, infrastructure and environmental investigations. These investigations have resulted in Council proposing changes to aspects of the Interim Structure Plan which we are referring to as the new Draft Morayfield South Structure Plan.
The new Draft Morayfield South Structure Plan will not replace the Interim Structure Plan in the TLPI immediately, however it is intended to inform a future planning scheme amendment.
The new Draft Morayfield South Structure Plan identifies infrastructure and features to support the future growth of Morayfield South, including:
- environmental corridors to support local wildlife
- the need for new or upgraded roads to improve movement opportunities
- proposed locations for new schools to service the growing community
- retail and community hubs that support new residential areas
- locations for open space, park and recreation areas to support community wellbeing.

The Interim Structure Plan contains a 'Future Urban Investigation Precinct' intended to protect and preserve land while Council undertakes further investigations to determine the suitability of higher density development outcomes based on a future train station being delivered by the State Government.
It is proposed to remove the Future Urban Investigation Precinct, including the proposed train station currently identified in the Planning Scheme, in response to detailed environmental assessment, analysis of operational requirements for train stations and advice from the State Government.
The underlying Environmental Corridor will be retained and enhanced to reflect State Government environmental mapping and the balance area is proposed to be designated as Residential Area 1, which is the equivalent of Next Generation residential outcomes.
Next Generation Neighbourhoods are intended to accommodate a diversity of housing options from small lot detached houses, to duplexes, to townhouses and apartments to provide a diversity of housing options.
The Environmental Corridors and Indicative Environmental Links on the existing Interim Structure Plan seek to protect habitat areas, increase environmental connectivity, and avoid fragmentation.
It is proposed to reinforce the Environmental Corridors in locations where there is opportunity for restoration or protection of vegetation to reduce edge effects and increase land available for connected habitat.
Other changes include reflecting the most-up-to-date State Government environmental mapping, aligning mapping with development approvals that have been acted upon, and changing the Indicative Environmental Links to either an Environmental Corridor or removing those that are not supported by local or state government mapping.
These proposed refinements will increase the amount of land protected for environmental purposes from 335ha under the current Interim Structure Plan to 360ha under the proposed draft Morayfield South structure plan.
Planning for the transport network is critical to support future urban land uses in Morayfield South. The Interim Structure Plan displays a road network that is mostly reflective of what is currently identified in the Planning Scheme.
The road hierarchy has been updated resulting in changes to the types of some roads that is necessary to accommodate future traffic demands. The proposed road link between Oakey Flat Road and Clark Road has also been removed in response to investigations that determined the removal of this link would not result in a negative impact on the surrounding road network and avoid crossing an environmental corridor.
Other proposed refinements include the addition of off-road shared pathways adjacent to the Environmental Corridors to ensure key land uses such as schools, parks and shops are connected for walking and cycling.
The Interim Structure Plan identifies four future district recreation parks in Morayfield South.
District recreation parks should be located in proximity to schools, community facilities, centres and residential areas to support and promote active and healthy lifestyles.
Two of the four district recreation parks on the Interim Structure Plan are proposed to be relocated to better reflect Council standards for park locations and catchments and to align with previous development approvals.
The district recreation park currently identified on Robbs Road is proposed to be relocated to land on the corner of Hauton Road and Connifer Road. The currently identified district recreation park near the intersection of Gleeson Road and Morayfield Road is proposed to be re-located to the south between Adsett Road and Coutts Drive.
The proposed new locations of these two district recreation parks will ensure the residents of Morayfield South have easy and safe access to a high-standard of recreation and open space that is centrally located to residential communities. It is important to note there are no plans to construct these parks in the immediate future.
