We are planning for the future of the Narangba Innovation Precinct (East) on the eastern side of the Bruce Highway.
We completed the Narangba Innovation Precinct Study to better understand the environmental health impacts and economic value of the Narangba Innovation Precinct. The study commenced in 2020 following the introduction of a Temporary Local Planning Instrument (TLPI) by the State Government. The TLPI was introduced to support local industry and protect nearby residential areas from potential adverse amenity impacts while work was done to establish a long-term policy position.
For further information about the TLPI and the Narangba Innovation Precinct Study findings refer to the information sheets and important links on this page. The findings of the study confirmed a planning scheme amendment is an appropriate response to the TLPI.
We have now prepared a planning scheme amendment that seeks to balance the protection and viability of industry activities in the precinct with the safety, health and amenity of surrounding areas. The drafting of Major Amendment No. 5 – Narangba Innovation Precinct (East) Temporary Local Planning Instrument Response was informed by matters raised by State Government in an early confirmation of state interests.
Council resolved, at its General Meeting on 11 December 2025, to send the proposed amendment to the Minister for formal State interest review.
Environmental health investigations
The environmental health investigations are now complete. Throughout 2020 to 2024, SLR Consulting, an independent consultant, undertook comprehensive and best practice investigations to provide a contemporary assessment of the allowable lawful combined impacts from Special and High impact industries in the Narangba Innovation Precinct (East) with respect to air quality, noise, human health and other environmental hazards such as fire.
Economic value investigations
The economic value investigations are now complete. Throughout 2021, Lucid Economics, an independent consultant, explored the contribution industries and businesses within the precinct make to the local economy. With greater business certainty, future opportunities may contribute even further.
What’s next?
The ‘State Interest Review’ stage of the statutory planning scheme amendment process set by State Government legislation is now underway. To learn more about the amendment process click here.
The State Government will review the proposed amendment. Once this review is complete and the Minister provides approval to proceed to public consultation, the community will have the opportunity to provide feedback on the proposed amendment during a statutory consultation period.
