New Temporary Local Planning Instrument (TLPI)

In June 2025 Council adopted a TLPI for a defined area of Burpengary and Narangba which is within the Narangba East Rural Residential Investigation Area (RRIA). The 2025 TLPI put a pause on urban development such as subdivisions and give Council more time to complete strategic planning for the area.

The 2025 TLPI applied to a 443-hectare area within the Narangba East RRIA and was effective from 18 June 2025 for 12 months.

In June 2026 the State Planning Minister approved Council’s request for a new TLPI over the same part of the RRIA with the purpose of extending the existing TLPI’s planning controls for a further 24 months while Council finalised its long-term planning for the area. The Minister approved the new TLPI to take effect on 18 June 2026 with added Ministerial conditions.

The new TLPI replaces the 2025 TLPI and will:

  • protect landowner rights by keeping existing rural residential zoning in place while planning continues (for example: extensions, sheds or renovations)
  • prevent out-of-sequence development that could undermine long-term planning for the area
  • include both housing and employment outcomes within the TLPI area to meet regional growth needs
  • introduce an Early Release Area along Old Gympie Road and Richards Road to support future enterprise and employment areas.

The new TLPI will give Council the time needed to prepare a Planning Scheme Amendment that will set future land uses for the broader Narangba East RRIA.
