Today, our polycentric city is home to more than 520,000 people and is constantly growing and evolving.
By 2046, our population is expected to approach 800,000 and reach one million over the next 30-40 years.
City of Moreton Bay is planning for this change, so the needs of our communities are met, and the places we live, work and play continue to be amazing.
The State Government's ShapingSEQ Regional Plan states City of Moreton Bay must accommodate 125,800 new homes and a minimum of 85,400 new jobs by 2046.
In the future, we want to preserve the things we love most, while benefiting from the improved amenities, facilities and opportunities for employment and social connection that come with development.
Our strategic planning is looking at land uses across our city to balance different needs, priorities, and community values.
We have set ourselves the ambitious target of staying green as we grow by preserving 75% of the region as rural and natural landscapes with no urban development.
Background
Morayfield South is currently the second largest active growth fronts in the City of Moreton Bay. It is estimated that in time Morayfield South is expected to grow to 9,800 dwellings and be home to approximately 26,000 additional people.
Council responded to significant and increasing development pressure in Morayfield South by implementing the Morayfield South Emerging Community Temporary Local Planning Instrument (TLPI) in September 2021, which included an Interim Structure Plan to guide development. In 2023, the TLPI was extended by two years until 16 September 2025.
On 10 September 2025, Council decided to remake the current TLPI including the Interim Structure Plan up to 17 September 2026 (i.e. TLPI expiry date). The State Government approved the TLPI submission under the condition the Interim Structure Plan be updated to show the specific land lots the State Government has now identified for future state school sites. This means the future state school sites are no longer ‘indicative’ and are now protected for this use. Refer to Figure B of TLPI 02/25 for details.

This extension of the current TLPI to 17 September 2026 will allow the associated Major Planning Scheme Amendment No. 4 - Morayfield South Emerging Community Area and Designated Bushfire Prone Areas to be progressed through the remaining steps of the statutory plan making process.

Past consultation
Between 14 September and 12 October 2023, we asked the community to provide feedback on the new Draft Morayfield South Structure Plan. You can view the version released for public consultation here.

Since the introduction of the Interim Structure Plan, Council has also undertaken more land use, infrastructure and environmental investigations. These investigations, as well as feedback received from the community, have informed changes to the Interim Structure Plan which we are referring to as the Draft Morayfield South Structure Plan.
On 14 August 2025, the Planning Minister notified Council of the State interest review outcome for the proposed planning scheme amendment, including Ministerial conditions, and advised that Council may proceed to public consultation.
