Reshaping planning in Morayfield South

Council has taken formal steps to provide residents, developers and stakeholders clarity over future land use and infrastructure within the Morayfield South Emerging Community Area, in response to increasing development pressure.

This was done using a Temporary Local Planning Instrument (TLPI) while Council completed the proposed Planning Scheme Amendment, which sets out a longer-term direction for future growth in the area.

The proposed amendment includes an updated draft structure plan which identifies infrastructure and features to support the future growth of Morayfield South. It responds to the current TLPI and, once incorporated into the planning scheme, will replace the TLPI as the basis for regulating future development.

The draft structure plan includes:

  • environmental corridors to support local wildlife
  • the need for new or upgraded roads to improve movement opportunities
  • proposed locations for new schools to service the growing community
  • local centres, neighbourhood hubs and community facilities that support new residential areas
  • locations for open space, park and recreation areas to support community wellbeing.

The updated draft structure plan includes one Ministerial-imposed condition, which requires Council to show and protect land identified by the State Government for four future state schools.

The draft Structure Plan includes three (3) State Primary Schools and one (1) State Secondary School.

As part of the State Government interest review, Council has been directed by Ministerial conditions to make updates:

  • to clearly identify (including lot details) and protect four (4) ‘Future State Schools’ within a new sub-precinct in the proposed amendment.
  • to ensure these sites, intended only for Educational Establishments, are protected from inappropriate development within the Morayfield South growth area.

The Environmental Corridors seek to protect habitat areas, increase environmental connectivity, and avoid fragmentation.

The draft Structure Plan does not include any updates to the Environmental Corridors following review by the State government. The updated draft Structure Plan continues to reinforce the Environmental Corridors in locations where there is opportunity for restoration or protection of vegetation to reduce edge effects and increase land available for connected habitat. They also reflect the most-up-to-date State Government environmental mapping and align mapping with development approvals that have been acted upon.

These proposed refinements will increase the amount of land protected for environmental purposes from 335ha under the current Interim Structure Plan in theTemporary Local Planning Instrument (TLPI), to 360ha under the proposed draft Morayfield South structure plan.

Planning for the transport network is critical to support future urban land uses in Morayfield South. The draft Structure Plan displays a road network that is mostly reflective of what is currently identified in the Planning Scheme.

The draft Structure Plan does not include any updates to the road network following review by the State Government. The road hierarchy continues to reflect proposed changes to some road types to accommodate future traffic demands. The proposed road link between Oakey Flat Road and Clark Road shown in the current Interim Structure Plan in the Temporary Local Planning Instrument (TLPI) was removed following community consultation in 2023 and investigations that determined removing this link would not result in a negative impact on the surrounding road network and would avoid crossing an environmental corridor.

Other proposed refinements include the addition of off-road shared pathways adjacent to the Environmental Corridors to ensure key land uses such as schools, parks and shops are connected for walking and cycling.

The draft Structure Plan identifies four (4) future district recreation parks in Morayfield South and does not include any updates to this following review by the State Government.

District recreation parks should be close to schools, community facilities, centres and residential areas to support and promote active and healthy lifestyles.

Two of the four district recreation parks shown in the current Interim Structure Plan in the Temporary Local Planning Instrument (TLPI) were relocated following community consultation in 2023, to better reflect Council standards for park locations and catchments, and to align with previous development approvals.

The proposed locations of the district recreation parks will ensure the residents of Morayfield South have easy and safe access to a high-standard of recreation and open space that is centrally located to residential communities.

Investing in public parks is a long-term strategy for Moreton Bay’s sustainable future. This investment will support a thriving region where people want to live, work and play. Great parks provide our communities with their unique identity and a sense of civic pride.

The draft Structure Plan does not include any updates to the proposed local centres, neighbourhood hubs and community facilities following review by the State government.

The draft structure plan continues to identify four key locations for community facilities. These have been strategically placed to ensure they are easily accessible via the transport network, including off-road shared pathways. This approach supports active transport options and promotes connectivity within the community.

To meet the needs of the growing population in Morayfield South, which is expected to reach approximately 26,000 residents, the plan includes two local centres. Each local centre is designed to serve a catchment of 10,000 to 15,000 people and is typically anchored by a full-line supermarket. This ensures that essential services and retail options are within convenient reach for residents.

Further detailed planning will be undertaken to determine the specific types of community facilities, their timing, and design. This process will also focus on enhancing pedestrian connectivity, ensuring that these neighbourhood hubs are not only functional but also well-integrated into the broader urban environment.

Timeline of draft planning scheme amendment for Morayfield South

In December 2023, Council proposed changes to the current Planning Scheme to reflect a structure planning approach for the Morayfield South Emerging Community Area. While the planning scheme amendment process is being undertaken, development pressures will continue to be managed by the Temporary Local Planning Instrument currently in effect for the Morayfield South growth area (TLPI 02/25).

    In August 2025, the Planning Minister gave Council approval to progress to public consultation, subject to including updates to satisfy Ministerial conditions in the proposed amendment, including the draft structure plan for Morayfield South.
